A WhatsApp AI agent for business answers customers inside WhatsApp. It looks up their orders or accounts in your systems and hands the chat to a person when it should. In our experience the model is rarely the hard part. Meta is. What you may build and what it costs to run come down to Meta rules and fees, and both changed in 2026. We checked every rule and price below at its source on October 26, 2026.
Quick Answer
A WhatsApp AI agent for business can handle order status, bookings, quotes and reorders for your own customers. Meta bills its replies as ordinary service messages. Since January 15, 2026, Meta terms bar AI providers only when the assistant itself is the main product, as Meta decides in its sole discretion. A Production Single Agent costs $25,000 to $75,000 to build. In our worked example, 10,000 US conversations cost about $530 a month in Meta, model and transcription fees. Where Meta offers it, Meta Business Agent needs setup rather than a build and costs about 4 to 5 cents a reply on the WhatsApp Business Platform, delivery included. Build your own when the agent must act inside your order system with your own rules, model or data terms.
Key Takeaways
- Start with one repeated job that one system can answer, such as order status or B2B reorders, with a clear path to a person.
- Meta terms bar AI providers when the assistant is the product itself, as Meta decides in its sole discretion, so keep the agent on your own products and tasks.
- Reply count drives the Meta bill, since Meta charges each service reply after the first 1,000 a month per business number.
- Our worked month for 10,000 US conversations costs about $530 before hosting, staff and provider fees, mostly in model fees. With German customers, the Meta fees alone come to $2,695.
- Meta Business Agent suits answers that already sit in your own content, and a custom agent suits work inside your systems under your own rules.

Give a WhatsApp AI agent the questions customers ask every day that one system can answer.
Table 1. Six WhatsApp agent jobs and where a person steps in
| Use case | What the agent does | Systems it connects to | When a person takes over |
|---|---|---|---|
| Order and delivery status | Finds the order, answers, then sends utility template updates | Order system, carrier tracking | Lost or damaged goods, refund requests |
| Repeat B2B orders | Recognizes the buyer, proposes the usual order and confirms it before submitting | ERP or order platform, price list | New terms, unusual quantities, credit questions |
| Quotes and lead qualification | Asks qualifying questions, quotes from the price list and books a call | CRM, price list, calendar | Custom pricing, large deals |
| Bookings and reminders | Offers open slots, books, then reminds with a template | Booking system or calendar | Policy exceptions, complaints |
| Billing and payments | Answers invoice status and sends a payment link | Billing system, payment gateway | Disputes, failed payments |
| Product and policy questions | Answers from your catalog and policies, or says it does not know | Catalog, knowledge base | Low confidence, complaints, legal or medical questions |
Meta documents payments inside the chat for India and Brazil. For US customers, the agent sends a payment link. The WhatsApp Business Messaging Policy forbids asking for full card numbers, financial account numbers or ID card numbers on WhatsApp.
A B2B courier and logistics operator in India served repeat business customers on WhatsApp, the channel they already used, and routine inquiries were tying up human agents. We built WhatsApp agents for Quick Couriers on their existing Laravel and Postgres platform. A voice agent answers status, pickup window and billing questions and hands off to a person with context when needed. An ordering agent recognizes returning business customers and confirms each order before pushing it into the platform. Both agents are live.
The Meta Rule on WhatsApp AI Chatbots Since January 15, 2026
The Meta terms do not bar every WhatsApp chatbot. Section 4.7 of the Meta Terms for WhatsApp Business Platform bars AI providers only where the AI they offer is "the primary (rather than incidental or ancillary) functionality being made available for use, as determined by Meta in its sole discretion." The rule applied from sign up for businesses that joined on or after October 15, 2025, and from January 15, 2026 for those that joined earlier.
The Meta AI provider rule, checked October 26, 2026
- Since January 15, 2026, the WhatsApp Business Platform terms bar AI providers from offering an AI assistant as the main product on WhatsApp, as decided by Meta in its sole discretion, except in markets where Meta is legally required to allow it.
- Meta lists those markets as Italy, the other 26 EU countries, Iceland, Liechtenstein, Norway and Brazil, plus Türkiye from October 15, 2026. Since May 13, 2026, Meta charges only for Brazil, at $0.0625 per AI provider service message.
- In our reading, an agent that answers your own customers about orders, bookings or accounts offers your business, not the AI, as the main product.
- If an AI company runs your WhatsApp agent, WhatsApp data may not train any model except one fine tuned for your exclusive use.
Keep the agent on your own products and tasks, and have it turn down open ended requests. Whoever builds the agent, the WhatsApp Business Messaging Policy still applies. Alcohol, drugs, medical and healthcare products, real money gambling and payday loans are off limits for selling or promoting on WhatsApp, with narrow country exceptions for messaging about some. The policy also bars telemedicine and health information wherever regulations require systems with heightened safeguards.
What a WhatsApp AI Agent for Business Costs to Run
Our AI agent cost breakdown puts a Production Single Agent at 8 to 12 weeks and $25,000 to $75,000, at our AI and ML engineering rate of $30 to $60 per hour. Since October 1, 2026, Meta also charges for service replies beyond the first 1,000 a month per business number, at $0.0034 per delivered message in North America, and model fees are extra.
Each customer message or call opens or resets a 24 hour customer service window. Free form replies inside it are service messages. Once it closes, you are back to approved templates, billed as marketing, utility or authentication.
A Worked Month for 10,000 US Conversations
Assume one number on the Cloud API, 10,000 conversations a month with US customers, four agent replies and one utility template each, 2,000 voice notes of about 30 seconds, and 3,000 input plus 300 output tokens per reply.
Table 2. An example month for 10,000 US conversations, not a client figure
| Cost line | How it is counted | Monthly cost |
|---|---|---|
| Meta, service replies | 40,000 replies minus 1,000 free, at $0.0034 | $132.60 |
| Meta, utility templates | 10,000 at $0.0034 | $34.00 |
| Model, Claude Sonnet 5.5 or GPT-6.1 Sol | 40,000 replies at about $0.009 each | $360.00 |
| Speech to text, gpt-transcribe | 1,000 minutes at an estimated $0.0045 | $4.50 |
| Total before hosting and staff | $531.10 |
A small model such as Claude Haiku 5.5 or GPT-6 Luna cuts the model line to about $18. Twilio adds $0.005 per message, inbound or outbound. That is about $450 if customers send 40,000 messages and the agent sends 50,000. 360dialog charges from €49 per number per month instead.
WhatsApp Business API Pricing by Customer Country
WhatsApp Business API pricing is per delivered message, set by the message category and the country code of the customer number.
Table 3. Meta list rates per delivered message and the example month by customer market
| Customer market | Service or utility | Marketing template | Meta fees, example month |
|---|---|---|---|
| North America | $0.0034 | $0.025 | $166.60 |
| Mexico | $0.0085 | $0.0397 | $416.50 |
| Brazil | $0.0068 | $0.0625 | $333.20 |
| United Kingdom | $0.022 | $0.0635 | $1,078.00 |
| Germany | $0.055 | $0.1365 | $2,695.00 |
| United Arab Emirates | $0.0157 | $0.0576 | $769.30 |
| India, USD rate card | $0.0014 | $0.0118 | $68.60 |

An agent that splits one answer into three short messages pays three fees. Meta says it may update pricing only on January 1, April 1, July 1 or October 1. Yet the Meta Business Agent token charge started on August 1, 2026, so check the rate card before you budget.
WhatsApp API Pricing for an Indian Business
A US company pays the Table 3 India rate in dollars, while a business that Meta bills in India moves to the INR rate card. On the Meta rate card effective October 1, 2026, WhatsApp utility and service messages to Indian numbers cost ₹0.115 each. Our example month of 39,000 paid replies and 10,000 templates comes to ₹5,635, or ₹6,649.30 with 18% GST. Businesses that Meta bills with India as the sold to country must move every messaging account to INR by December 31, 2026. From January 1, 2027, Meta stops delivering messages from their accounts that are not in INR.
Meta Business Agent vs a Custom Agent vs a Bot Platform
For a small business answering the same questions all day, Meta Business Agent is the sensible first try.
Meta Business Agent is the AI agent Meta introduced on June 3, 2026, and some Meta help pages still file it under Business AI. Where Meta offers it, small businesses switch it on in the WhatsApp Business app. It is free there up to an included monthly allowance, and Meta One business plans with more responses start at $14.99 a month. On the WhatsApp Business Platform, Meta Business Agent bills one global rate of $2 per million tokens, about 4 to 5 cents a reply, with no free tier. Its connectors let it call your own APIs.
On Meta Business Agent, the 40,000 replies in Table 2 would cost $1,600 to $2,000, delivery included, because Meta says a message typically uses 20,000 to 25,000 tokens. That is more than three times the Table 2 total. The Meta pricing page argues the other way. It estimates about $968 for 10,000 third party AI replies in Brazil on high complexity models, against $400 to $500 on Meta Business Agent. The token count decides it. Our Table 2 agent uses 3,300 tokens a reply and stays under 1 cent of model fees. At 25,000 tokens, GPT-6.1 Sol would cost about 5 cents plus the Meta service fee, and every extra model call per reply moves a custom agent toward that figure.
Table 4. Meta Business Agent, an off the shelf bot platform or a custom agent
| Question | Meta Business Agent | Off the shelf bot platform | Custom agent on the Cloud API |
|---|---|---|---|
| Build | No build, app setup or Platform onboarding | Setup in the vendor tool | A Production Single Agent takes 8 to 12 weeks |
| Running cost | Per token on the Platform, Meta One plans in the app | Vendor plan plus Meta fees | Meta fees plus your model, hosting and any provider fee |
| Who can use it | Eligible businesses in select markets, and on the Platform not finance, government, health, alcohol, gambling, over the counter drugs or matrimony | Set by the vendor | Any business the Messaging Policy allows |
| Model and systems | Model chosen by Meta, connectors that call your APIs | Vendor model and integrations | Any model, anything your team can code |
| Handoff | Automatic on low confidence, an integrity violation or a request for a person, with triggers you cannot set on the Platform | Rules in the vendor inbox | Your own triggers into your own inbox or CRM |
| Chat data | Meta may use it to improve its AI | Vendor terms, plus the section 4.7 training limit for AI companies | Your model terms, plus the section 4.7 training limit if an AI company runs it |
| Other AI on the number | Not available while another AI agent integration is active | Set by the vendor | Your choice |
In the app, turning on Meta Business Agent disconnects linked devices, though Meta says most can be linked again afterward. It can also limit broadcast lists and away messages. Muting the agent does not stop Meta from collecting agent chats to improve AI at Meta. Deleting it does.
Meta Business Agent is enough if
- Your website, catalog, FAQs and files hold the answers
- You are outside the excluded verticals and Meta lets you onboard
- You accept the Meta chat data terms
A bot platform fits if
- You mainly need a shared inbox, broadcasts and simple flows
- It already integrates with your CRM or store
Build a custom agent if
- Meta Business Agent excludes your vertical but the Messaging Policy permits your use
- The agent must act in your order system or ERP with your own rules
- You need your own model and data terms
- Reply volume makes cost per reply matter
How a Custom WhatsApp Agent Handles One Message

Meta posts each customer message to your webhook. Return an HTTP 200 at once and do the work from a queue. Meta retries failed webhook deliveries for up to 7 days and retries can arrive as duplicates, so deduplicate on the message ID or the agent answers twice. Meta requires support for business scoped user IDs, and a webhook for a new customer who uses a username arrives without the phone number. Treat every message, transcript and caption as untrusted input, and read our prompt injection defenses for agents before launch.
Voice Notes and WhatsApp Calls
A voice note arrives as a media ID that expires after 7 days, and the download URL you get for it expires after 5 minutes, so fetch and transcribe it straight away. At Quick Couriers, B2B customers communicate through voice notes, so the voice agent we built uses OpenAI and ElevenLabs for speech to text.
WhatsApp calls are a separate product. Customer initiated WhatsApp calls are free. Business initiated calling is not available from US or Canadian business numbers, and from numbers where it is available it costs $0.0121 a minute to North American users. Our voice agent production architecture covers the speech stack and latency.
Human Handoff Inside the 24 Hour Window
The WhatsApp Business Messaging Policy lets you automate replies in the 24 hour window only if you also offer a prompt, clear and direct escalation path. An in chat human transfer counts, and so do a phone number, email or a support form. The escalation triggers are your call, and low confidence, a refund, a complaint or a request for a person are good ones to start with. When one fires, the agent should go quiet in that chat and pass the whole thread across, so the customer is not asked about the lost package again. Inside the window, a reply from your team is billed as a service message. After it closes, only an approved template will go through.
A Rollout Plan for the First WhatsApp Agent
One flow first
Choose the job in Table 1 with the most repeat volume, and write down what the agent may and may not do. A Single Task Agent PoC can prove it first in 2 to 4 weeks for $10,000 to $25,000.
Templates and approval
Register the number on the Cloud API or with a provider, then submit utility templates for updates. A template that mixes an update with a promotion is billed as marketing.
Opt in
Ask before you send any template. The opt in must name your business and say what the customer is agreeing to. Honor every opt out.
Grounding and tests
Connect the live system, write refusal rules for out of scope questions and replay real past chats against agreed acceptance criteria before launch.
Who takes the handoff
Name the inbox or CRM queue that takes each handoff and who answers it after hours.
A small launch, then the numbers
Outside the 24 hour window, a new business portfolio can message only 250 unique customers in any rolling 24 hours, and Meta may limit sends when customers block or report you. Track resolved chats, handoffs, wrong answers and cost per resolved chat.

Frequently Asked Questions
Are AI chatbots allowed on the WhatsApp Business Platform in 2026?
It depends on what the chatbot is for. Since January 15, 2026, Meta terms bar AI providers when the assistant is the main product, as Meta decides in its sole discretion. An agent that answers your own customers about orders or bookings sends ordinary service messages, which Meta says a third party AI solution can power. General purpose assistants are allowed only where Meta must legally allow them, which Meta lists as the EU, Iceland, Liechtenstein, Norway, Brazil and Türkiye.
What does a WhatsApp AI agent cost to run each month?
About $530 a month in our worked example, for 10,000 US conversations with four agent replies and one template each, counting Meta, model and transcription fees on Claude Sonnet 5.5 or GPT-6.1 Sol. A small model cuts that by about $340. Hosting, staff, provider fees and the build come on top.
Do I need the WhatsApp Business API or is the WhatsApp Business app enough?
A custom AI agent needs the WhatsApp Business API, through the Cloud API or a solution provider, because only the API sends webhooks to your software and accepts its replies. The app suits a small team replying by hand and can run Meta Business Agent in select markets within an included allowance.
Can a WhatsApp AI agent take payments in chat?
In some countries. Meta documents payments inside the chat for India and Brazil. Indian customers can pay through UPI apps, cards, NetBanking and wallets, and Brazilian customers through Pix, payment links and boleto. Elsewhere, the US included, the agent sends a payment link, and the Messaging Policy bars asking for full card numbers.
What is Meta Business Agent and when is it enough?
Meta Business Agent is the AI agent Meta introduced on June 3, 2026. It does the job if your answers already live in your website, catalog, FAQs and files, Meta offers it in your market and your business is not in a vertical Meta excludes.
Does Meta use Meta Business Agent chats to improve its AI?
Yes. Meta Business Agent terms let Meta use chat content to improve its AI models, and the agent may keep observing a chat it hands to your team. In the WhatsApp Business app, the sharing continues while the agent is muted and stops when you delete it.
